E-Navigation can be considered one of the fundamental IMO initiatives to ensure navigation safety through marine data collection, organization, exchange, integration and analysis onboard and on shore with cutting-edge navigation equipment.

According to IMO report (MSC 85/26/Add.1 ANNEX 20), the concept of E-Navigation hinged on the fact that human-caused accidents account for about 60% of all maritime collisions and landings.

Currently, during the implementation of the international strategic plan for E-Navigation, more and more attention is paid to testbeds generation. They are intended to demonstrate the concept of E-Navigation and the development of the global segment of the marine communication platform. A testbed is defined as "... a platform for rigorous, transparent, and reproducible testing of E-Navigation projects using scientific theories, computational tools and new technologies", according to the IMO report (MSC.1/Circ.1494 Annex).

The significance of testbeds is exepcted to rise along with the transition from the concept of E-Navigation to practical reality.

In course of the research, it is planned to review the current state of the infrastructure in the Volga-Caspian Sea Shipping Channel and the international commercial sea port of Olya; to implement and hone algorithms for the interaction of infrastructure elements in order to develop unmanned shipping in the Caspian Sea.
